The following items shown are referred to as a "cover". This is a collectable, quite popular in stamp collections. It was and still is a standard practice to mail empty envelopes or postcards often with colorful artwork as seen below commemorating some date, holiday or event to Naval Ships, just to have the Ship's Postal Clerk "Cancel" it or even stamp it with some specially made stamp for the event. These were usually mailed back to the collector to be added to their collection or maybe sold or traded like baseball cards later.

The flag is a silvered foil sticker and did not reflect well for the picture.
I would be interested to know what, if any, significance 4 July 1992 had in the life of the Sumter.
